Dispel is obsessed with the idea that imperfection is beautiful. Once he sees Noelle, an angel without wings, he decides to keep her that way, using Miruru and an odd assortment of lackeys to do his bidding. Also with him is Silky, who is under his spell. He is mean to her and tries to embarrass her, but often ends up embarrassing himself.
