Ohtori Akio
Though Akio really shows his true nature in later episodes of Utena, in the Black Rose Saga he seems quite harmless. It is during this saga that he is introduced as Anthy's brother and as the acting principal of Ohtori Academy. He has a lovely fiance, and just about everything else he could want.But this is not what Akio is after. His game is manipulating people, and he's quite good at it, charming everyone in one way or another to get them to do his bidding. It is he, not Mikage, that is the real mastermind behind the Black Rose Duelists, and everything that goes with it. Even the duelists are just a part of his master plan, as future episodes reveal. He uses Anthy to control Mikage, who controls the duelists, and lets him think he's the one in control. Every scheme Akio uses is craftier than the last, and every plan more ambitious. And yet he has everyone fooled, carrying on his facade of innocence perfectly. He is the undisputed ruler of Ohtori Academy, controlling everyone.
Akio plays a large part in getting Mikage in his grasp, using Tokiko, and later a false Mamiya, to sway him. But for all his manipulation, is he evil? No. Really, he's as lost as everyone else at Ohtori Academy.
